GENERAL DESCRIPTION OF POSITION

Under general supervision, manages and promotes the operations of the municipal golf course operations, course play, pro shop and bar and grill. Incumbent provides and conducts for golf instruction and lessons. The incumbent is directly responsible for the golf course operations facilities, course related equipment and related capital improvement oversight.

SUPERVISION RECEIVED

Work is performed under the general supervision of the Parks & Recreation Director or Golf Course Superintendent. The Parks & Recreation Director or Golf Course Superintendent reviews work through activity reports, performance reviews and conferences.

SUPERVISION EXERCISED

Supervises staff assigned to golf course operations, activities and grill staff; May supervise community service workers, part-time or temporary employees as required and assigned.

Minimum Qualifications/Special Requirements
EDUCATION AND EXPERIENCE

  • Associate's Degree in Business Administration, Recreation Management, or related field; (Bachelor's Degree preferred), and;
  • Five - Seven (5-7) years' experience in golf course management over pro shop and bar & grill.
  • Class A PGA Professional preferred, member of Professional Golf Association (PGA) and/or PGA Golf Instructor desirable.
  • Highly skilled in playing the game of golf so the nuances of the course are conveyed to maintenance practices and overall playability of the course to increase customer satisfaction.
  • Any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work.
  • Previous experience working in a Municipal Golf Course setting preferred.
SPECIAL REQUIREMENTS
  • Valid Arizona Driver's License or ability to obtain one.
  • Must obtain and maintain current Alcohol Manager and Food Services Manager certifications.
Essential Functions

  • Plan, direct and manage the daily operation of the golf course operations, and related assets, assures the quality of the services and work products; assures that facilities are clean, safe, secure and operations are in compliance with local, state and federal regulations and proper licensing; and food and alcohol server training compliance. Performs inspections to ensure safe handling of food and compliance with liquor regulations.
  • Effectively manage and oversee all associated aspects of operations including: develops plans, goals, objectives, policies and procedures to effectively deliver excellent customer service and quality golf and bar and restaurant services to guests.
  • Manages product purchases, pricing, permits and licenses, capital improvement projects. Maintains profitable merchandising and food and drink menu. Manage inventory control representing a diverse and desirable array of golf equipment, apparel and accessories; monitor effectiveness of promotions, and controls low overhead costs.
  • Establish accurate recordkeeping and cash handling policies and procedures. Assists Superintendent and Director in the preparation of the annual operating and capital budgets, long-range planning, and CIP projects. Monitors budget and expenditures to ensure sound fiscal control and efficient use of budgeted funds.
  • Encourages participation in the game of golf; enforces golf rules and City regulations, and polices the course to regulate play and the conduct of players; develop and manages innovative tournaments and other special programs.
  • Maintains playing ability and works to stay competent in all areas of the game.
  • Actively markets and promotes municipal golf course; stays current on modern trends in golf and develops programs to grow golf course revenue.
  • Conducts group and individual golf lessons and clinics; provides professional instruction to golfers on proper form, technique and selection of appropriate equipment; plans and manages player participation programs; provides technical advice on the rules of golf.
  • Coordinates and works cooperatively with golf maintenance division, community groups, and regional sports and recreation associations.
  • Supervises and assigns tasks, schedules, projects and priorities; assures that assignments are defined and achieved, and quality and safety standards are met. In coordination with Superintendent/Director, conducts hire interviews, employee selection, employee performance reviews, and disciplines staff as needed; Develops staff skills and training plans and conducts regular performance management meetings with staff. Maintains a harmonious work environment.
  • In cooperation with Superintendent, develop, maintain and enforce division policies and procedures.
  • Regularly meets with Superintendent and/or Director compiling operational and financial data, creates summary reports, presentations and recommendations for necessary improvements, ensuring the golf course operations is operating in a fiscally responsible and professional manner.
  • Effectively maintains public relations by representing the City of Kingman in dealings with golf organizations (AGA, PGA, NGF, USGA, etc.).
  • May be required to attend City Council meetings and work sessions; prepare Council agenda items relating to the golf course operations, and make presentations for informational and decision making purposes. May assist in making presentations to various boards, commissions, civic groups and the general public.
  • Manage golf cart fleet while ensuring proper maintenance. Ensure proper storage, safety, and cleaning of golf equipment.
  • Assures staff complies with all food and beverage regulations set by Mohave County Health Department and Arizona Department of Liquor and License Control, and other federal, state and local regulations for proper food and beverage temperature, storage, handling and serving alcoholic beverages.
  • Oversees the safety of assigned staff by instructing individuals in proper safety procedures and monitoring work in progress.
  • Maintains positive professional and effective working relationships by providing exceptional customer service.
  • Monitors and coordinates DOC Inmate Labor program, ensuring personnel is appropriately trained to supervise and lead DOC Inmate Labor.
  • Regular attendance is an essential function of this job to ensure continuity.
  • May be required to work early mornings, evenings, nights, holidays or weekends as needed.
  • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions.

KNOWLEDGE: Extensive knowledge of efficient and cost effective pro shop, driving range, and bar and restaurant organization and management; Knowledge in playing the game of golf, golf rules, regulations, player responsibilities, sportsmanship, etiquette and traditions of the game of golf; Techniques and terminology for sports competition and tournaments; Effective retail merchandising techniques; Effective marketing and promotion campaigns; Knowledge of regulatory compliance associated with operating a bar and restaurant, including proper food handling and storage and liquor licensing. Sports merchandising, food and beverage menu development, sales psychology, sports fashion trends and golf equipment. Considerable knowledge leadership, supervision, communication, motivation and development of employees; Effective task delegation; Work hazards and applicable safety precautions associated with assigned area of work; City and department procedures, policies and guidelines; Federal and State safety rules and regulations, including Occupational Safety and Health Administration (OSHA) laws, regulations and standards; Injury prevention, and proper procedures to follow after an employee injury/accident; Personal computers and software (word processing, spreadsheets, project and scheduling, and other departmental software and database uses, etc.); Municipal budget procedures; Cash handling procedures and internal control processes.

ABILITIES: Ability to develop, coordinate and facilitate golf and bar and restaurant activities, including tournaments and special activities; Maintain and develop operating budgets; Market, promote and establish good public relations for Municipal Golf Course; Follow and ensure others follow and adhere to appropriate Personal Protective Equipment (PPE) procedures and other required safety and health protocols; Perform required mathematical computations; Use equipment and tools properly and safely; Understand, follow and transmit written and oral instructions; Plan, coordinate, train and supervise work activities and assist in the establishment of uniform rules, practices and procedures; Guide, direct and motivate employees; Interact with the employees and public in a highly positive and informative manner.
